Sam has taken a new photo, which I think better represents the original. Light floods in; the colours warm up – and we can now see a lively texture. As for provenance: I am awaiting word from the curators at Nora Heysen Foundation, The Cedars, Hahndorf.
I could be wrong of course Chris but it doesn’t say Sydney to me. Maybe NZ?

I don’t think she visited New Zealand. Her world map was the Adelaide Hills, Sydney, New Guinea and UK/Europe.
Thanks Chris, lovely to see this new photograph of Sam’s. It’s certainly more interesting, light filled and rich in texture.
For me a river side is suggested by the proportions of the quay side buildings against the green hillside or cliff behind.
These buildings seem rather large; tall & bulky close so against the ‘bank’ or cliff behind them to suggest Sydney harbour of early 20C.
The predominance of red roofs also suggests European red tiles than early 20 C Sydney marine industrial buildings.
I was in Sydney recently and searched Harbor skylines for towers or churches which may be the pointed building on the left horizon. There are several options.
Like you I’m very curious for the Cedar’s opinion on this delicious mystery.
